Strange Dart Game

The board used in this dart game consists of disks that share the same center but have different radii. The board is built from disks with radii 1,2,…,n. The disk with radius r is called the r-th disk. Each disk has m integers written on it, and the j-th integer on the r-th disk is denoted (r,j).
